What you're seeing. Either "Outstanding items must be reviewed before handover" followed by one or more of incidents, safeguarding, tasks — or "Handover is no longer editable. The next shift has already started."

Why it happens. Two different problems.

The first is a confirmation, not a blocker: where a category has outstanding items, you must tick to confirm you've reviewed them. You do not have to close them — you have to acknowledge they're being passed on. ARC re-checks this on the server, so ticking without looking is the only thing it can't catch.

The second is the edit window. A handover is editable until the next shift starts. After that it's fixed.

How to fix it. Review each flagged category and confirm it. If the window has closed, the content belongs in the current shift's handover instead.
