Regulation 44 of The Children's Homes (England) Regulations 2015 requires an independent person to visit the home at least once each month, speak to young people, review practice, and report to the registered provider. It is a different thing from an Ofsted inspection, and it is the one that comes round every month.
In Arc the visit is a structured record rather than a document someone emails over. A due date surfaces on the manager dashboard until the report is submitted, so a missed month is visible before it becomes a finding.

What Arc attaches automatically
The visitor reviews practice against what the home says it does. Arc pulls that context in rather than asking anyone to assemble it:
- The current published Statement of Purpose, with its version and publication date
- The young people in placement at the time of the visit
- The period the visit covers
The finished report renders to PDF for the provider and for Ofsted.
Access is restricted by design. Regulation 44 records are available to the company admin and the registered provider, and cannot be edited by front-line staff once submitted. The manager response is captured at the review gate, not inside the visitor's own record.

Regulation 45 requires the registered person to review the quality of care at least every six months and produce a written report. Arc compiles it from what is already recorded — incidents and their outcomes, plans and goal progress, keywork, complaints, and the young people's own wishes and feelings — with manager sign-off before issue.
Compiled, then checked
The report is assembled from the period's records, and a named person signs it off before it is issued. Nothing is published on the strength of a draft.

Weekly and ad-hoc reports for placing authorities come out of the same record, so what the social worker reads matches what the home holds.

Records are versioned. Who changed what, and when, is retained — so a report can be traced back to the entries it was built from.
